NOTES FROM COMMUNITY/BUSINESS MEETING 21.5.19





Please find below notes from the Community/business meeting on Tuesday 21 May in St Georges Church Waterlooville.  Thank you to Councillor Bains for taking the notes.

Actions from Waterlooville Community/Business meeting
21 May 2019.


1.       Local Plan Update – the consultation has finished, The responses will be collated, analysed and a summary prepared, which will be published in due course.

The Local Plan will then be submitted to the Secretary of State for Housing, Communities and Local Government, together with the comments received and the Local Plan’s Examination will start. This is expected in the Autumn of 2019. Further detail on the expected timescales moving forward is in the Local Development Scheme which can be found on the HBC website.

2.       Community Infustructure Levy (CIL) – opportunity for community groups, councillors and charities to apply for matched funding. Apply to Havant Borough Council.  HCC Councillors also have £8,000 per year you can apply for. Your County Councillors are;-

Waterlooville and Stakes - Cllr Ann Briggs,
Cowplain and Hart Plain - Cllr David Keast
Purbrook – Cllr Gary Hughes

3.       Was the rumour about the tip closing correct? HCC Cllr Ann Briggs and HCC Cllr Gary Hughes confirmed a resounding no.

4.       Has there been any progress on getting a bus service at the Lovedean Lane end of Milton Road? Cllr Keast confirmed that there had been no progress. He would now work with Cllr Bains and Cllr Pike and engage with the bus company.
Councillor Pike said there was money from government to improve bus routes between Portsmouth, Havant, Fareham and Gosport.  To help with this he gave all those attending a questionnaire for completion.

5.       Was there anything the council could do with empty or vandalised shops?
All of the shops in Waterlooville are privately owned. There are now talks with the new owners of The Boulevard. Compulsory purchase is not an option.

6.       The walkways are in disrepair – can the council do anything about them? When work is carried out the surfaces are left uneven which can be a H&S issue. Issues need to be reported to HBC customer services -023 9244 6019 , or to your ward councillor. (Councillor contacts can be found on HBC website - http://www.havant.gov.uk)

Cllr Pike and Waterloo Ward Cllrs to engage with shop owner and private land owners. HBC to look at areas it owns. Weeds will be treated by Norse SE.

7.       Collaborative working between shops in town  - Manager from M&S attended to speak about theft from their store, wanting an opportunity to work together with other outlets. Police confirmed their diminishing resource and the fact they had to prioritise their work based on threat harm and risk. There is an opportunity for the shop owners to set up a community online forum and to see if Shop Watch could be reinvigorated. Crime Prevention Officers can advise shops on designing out crime by relocating tills to the front of the store and placing high value items at the back. Stores can issue their own banning notices and employ security staff.  Councillor Pike will be talking further with M&S and also the Business Association.

10.    Clean up Town Centres fund – HBC has been awarded £20,000 which will be used to clean town centres, replace bins, clean graffiti, weed spray etc. Residents were encouraged to come forward with ideas.  The Events team had come up with some suggestions i.e plant tubs for town centre to brighten the precinct but this had been turned down.  Councillor Pike would find out how it would be spent in Waterlooville

12.   It was reported that there were rubbish build ups at back of shops.  If seen, this should be reported to the Enforcement officers at HBC who can take appropriate action .  Enforcement function will operate outside of working hours, however resources can only be deployed if issues are reported.

13.   Cllr Sceal to investigate H&S and accessibility issues at Wellington Pub site and neighbouring pharmacy and report back to Cllr Pike

14.   Wellington Way development exhibition will be at Waterlooville library on Thursday 30 May 2019 1pm-5pm – Cllr Pike to investigate hours being extended to take account of working people. Developers are presenting the most up-to-date proposals taking into account issues raised by residents including parking.

15.   Ward Cllrs to investigate opportunities for family facilities in town centre

16.   Any cycling enthusiasts should contact Steve Mountain at HBC if they have ideas in promoting safe cycling in the borough.

17.   A new pharmacy is proposed at the Premier shop on the new development on Hambledon Road. Residents were asked to make an informed choice and respond to their application for such a licence. It would benefit people living on the Burge estate and the new development.

Councillor surgeries will commence in September in Waterlooville library – more details coming shortly.   Post meeting note:  this will be held in Waterlooville library from 10am till 12 the first Saturday in the  month, starting from the 8th September.
18.   Leisure provision:  Still hopes for leisure complex on BAE site.  There will be a meeting in the pavilion in Jubilee park at 7pm on Tuesday 28 May to talk about how to improve Jubilee park
19.   Blocked drains:  It had been reported that street drains were blocked. HCC had said that they were only cleared every 3 years.  Cllr Keast said he would investigate.

We have plenty for the whole family with 75 stalls, a full programme in our arena, a Dog show (run by Downlands vetinerary practice - with all proceeds to Hounds for Heroes), Classic cars and Solent Renegades. Come and stay for the day we have plenty of food options - Burgers, Ice-cream, Hog roast, Jacket potatoes, Donuts, Wood fired Pizza and pop up tea room for tea and cakes. We even have a bar! I would be surprised if you could find a free event in the area with as much going on and so ...

CHRISTMAS LIGHTS 2017

Moving on to Christmas 2017 - It might be sunny outside but now is the time for me to apply for the license for us to hang the festive lights in Waterlooville Town centre.  Dealing with Hampshire County Council and Southern Electric is a challenge!  The assurance is that they have made it easier this year.  I am unsure that is true.  Filling in a form talking about 'windage', 'eccentricity', bracket heights, bracket lows, etc, etc.  Difficult to give answers when you do not understand the questions. Finding out if we need a structural competency survey.  The list continues.  Easy it is not.  Yesterday I almost threw the PC out of the window.  In the end I sent the form to a kind person at Havant Council, who admitted she did not understand the questions either.  Made me feel better!!  At the end of the day I am a mere volunteer trying to bring Christmas to Waterlooville.  Watch for the next stage of the licensing saga!! ...

PARK WOOD IN DANGER

 This wood could be lost to the community if the Woodland Trust get their way! Many people know of Park Wood.  A small wood which is found on the London Road between Wallis Road and Queens Road, opposite Queens Enclosure.  It is a Woodland Trust Wood.  They took it over nearly 30 years ago and for the first 10 years they virtually ignored it.  It became shadowed with Sycamore and laurel.  It became waterlogged.  It became dark and dangerous with litter,  junkies, used needles, fires and in fact people were attacked in there.  Not a place you wanted to enter.  Then the Friends of Park Wood were formed and for nearly 20 years the friends (consisting of local residents) have maintained the wood always following a management plan as written by the Woodland Trust.  The wood was transformed to what it is today.  A place where you can walk.  Schools use it to teach children about the environment.  The blue...
